KCEN-TV (click for map) will host our Club's meeting, and provide a tour of the facilities after a short business meeting. Kansas Becomes 26th State to Have PRB-1 Law

After an unsuccessful attempt eight years ago to get a PRB-1 type bill signed in Kansas, radio amateurs in that state have succeeded in becoming the 26th state with a PRB-1 law on the books. Kansas Governor Kathleen Sebelius signed HB 2805 into law on April 9. The bill passed unanimously in both the Kansas House and Senate. It takes effect July 1, 2008.

Known as the Kansas Emergency Communications Preservation Act, the new law concerns federally licensed Amateur Radio Service communications. According to the governor's office, the law “prohibit[s] a city or county governing body from taking any action that precludes federally licensed amateur radio service communications, or that does not conform to federal regulations related to amateur radio antenna facilities.”

The new law states that if a municipality takes any action that regulates the placement, screening, number or height of a station antenna structure, the action must “Reasonably accommodate federally licensed amateur radio service communications; and constitute the minimum regulation practicable to carry out the legitimate purpose of the governing body.” Antenna support structures constructed prior to the bill's effective date “are exempted from subsequent changes in zoning regulations...and may be repaired as required.”

JD Spradling, KC0NYS, of Olathe, Kansas, chairman of the committee that led the charge to get a PRB-1 law on the books in Kansas commented, “This venture has been successful because we have had a great team effort all the way through the process, from all who stepped up: from our state and local representatives, to our subject matter experts,…and everyone else who had been proactive in the 2008 Kansas Legislative process for your fellow hams.”

HOTARC’s March Meeting was called to order by Rodney Baden K5YKC, Thursday, March 27, 2008 at 7:00 pm at the Kultgen Automotive Center of the TSTC Waco campus. Wayne Branscum KD5SMC opened the meeting with a prayer.

Present were nineteen full members, one life member, two family members and 6 visitors. Visitors were: Tony Allen KE5TEO of Groesbeck, Karl Funk WB5WAM of Robinson, Dennis Edwards KE5TEQ of Riesel, Charles Shumate of Waco, Rick Fair KE5TEM of Hewitt and Mark Plough AC5DE of China Spring.

A motion to correct the Minutes for the February meeting as published in the HOTLINE was recognized from Mike Ross N5MVL, with second by Scott Hamilton K5ZOH. The motion was approved by the members.

A motion to approve the February Treasurer’s Report as published in the HOTLINE was recognized from Ed Middlebrook KC5NT, with second by KD5SMC. The motion was approved by the members.

Committee Reports

·         ARES: Ed Hynan KC5KNI reported that we are in the process of our 2 year update of ARES member’s information. Members must have completed FEMA courses 700, 100, 200 and 800 to be eligible for disaster response. Severe weather season is coming up, so storm spotters need to watch the weather and be prepared for net activation.

·         Trailer: N5MVL reported that the trailer could use an oil change on the generator.

·         Repeater: Norris Martin KB5SLI reported that everything is working.

·         D-Star: K5YKC reported that the static ip upgrade has been received for the D-Star repeater.

·         Web page: AC5CV reported that everything is working well. Members need to keep their email address up to date with John or else their emails might not make it through the system. We will receive $25 for the Ham-Com banner that was added to the site. If we get the most hits out of everyone in the state then we will receive an extra $100.

·         ATV: David Bush KC5UOZ reported that the ATV repeater is well, but the SkyCam is still not working

·         Education: K5YKC reported that the Technician class is starting on March the 29th and April 5th from 8:00-4:30.

·         Public Relations: No news.

·         Special Events: K5YKC reported that everyone helping out with the Bearathon race will need to report at 7:00 and the net will be on the 147.16 repeater. The Coleman Race is coming up on May 3rd.

Announcements-

·         Financial Audit: Bill Cox W5JRM and Terry Williams KD5JKU audited the books and examined the financial records for 2007 and recommended that they be submitted and approved.

·         Mayborn Museum: A recommendation is going to be made that the museum put up a radio display behind glass that can be used as a teaching tool for the kids.

·         KCEN-TV: We have been invited by Nick Piesco KE5NQA to tour the KCEN-TV facility at next months meeting. The topic will be Field Day.

New Business-

·         Reimbursements: A motion was made by N5MVL to reimburse K5YKC $116.62 for 6 study manuals for the technician class, with second by Dell Bredemeyer KE5MZS. The motion was approved by the members. A motion was made by KC5KNI to reimburse KB5SLI $39.61 for renewing the license on the HOTARC trailer, with second by Rusty Keyes AD5JY. The motion was approved by the members.

·         New Members: New member applications were received from Tony Allen, Karl Funk, Rick Fair and Dennis Edward. A motion was made by John Chamberlain AC5CV with second by JW Roach W5AYX for Tony Allen KE5TEO. A motion was made by Rusty Keyes AD5JY with second by Ed Hynan KC5KNI for Karl Funk KB5WAM. A motion was made by Ed Middlebrook KC5NT with second by Mike Ross N5MVL for Rick Fair KE5TEM. A motion was made by JW Roach W5AYX with second by Wayne Branscum KD5SMC for Dennis Edward KE5TEQ. All motions were approved by the members.

Motion to adjourn was recognized from AC5CV at approximately 7:55 pm.

Request for Additional Baker’s Dozen Weather Net (BDWN) Control Station Volunteers

With a growing number of new members, it is time to get some “new blood” in the Net Controls for the BDWN.

Currently, there are two actual Net Controls that operate the BDWN from the Waco-McLennan County Emergency Operations Center: KD5KJU and KC5KNI. At least two additional net controls are needed. This would give us more flexibility and allow monthly or weekly primary and alternate individuals to be scheduled. Individuals would have to be available to call the net whenever requested by National Weather Service during their scheduled period.

Minimum requirements will include:

·         SKYWARN attendance within last two years

·         Completion of FEMA Courses – IS-100, IS-200, IS-700, and IS-800

·         Ability to complete requirements for access to the EOC

This is an excellent opportunity to work in an important and fast paced environment. The local community and the National Weather Service (NWS) depend on the BDWN for current up-to-the-minute reports of weather happening in the immediate area. Spotter reports that you relay to NWS have a direct bearing on warnings to be issued, extended, cancelled, or just allowed to expire. A BDWN net control could easily become a disaster response net control. You will have a first hand experience seeing exactly how amateur radio fits the emergency response organization.
